The Gujarat Pollution Control Board (GPCB) on July 07, 2026, issued a circular revising the documentation requirements for applications seeking revocation of closure orders issued under various environmental laws. The revised procedure supersedes the earlier requirements under Form D7 (Application for Revocation of Closure Order) and the office order dated November 9, 2023, with the objective of simplifying the revocation process through the XGN 2.0 Portal.
Under the revised procedure, applicants are required to submit a compliance report addressing each closure direction with supporting evidence, details of electricity disconnection (where applicable), a bank guarantee in accordance with the prevailing GPCB policy, and, where required, applications for Consent to Establish (CTE) and Consent to Operate (CCA). The circular also prescribes documentation for units that have dismantled their plants or do not intend to resume operations, including photographs and supporting declarations.
In cases where the closure order was issued following an industrial accident, additional documents such as compliance with Directorate of Industrial Safety and Health (DISH) directions, details of environmentally sound disposal of burnt materials or waste, and the Public Liability Insurance (PLI) Policy, wherever applicable, are required. The revised documentation requirements shall apply to all revocation applications submitted henceforth.
